Phillips Payson O’Brien is Professor of Strategic Studies and Head of the School of International Relations at the University of St. Andrews in Scotland. He is the author of six books, including The Strategists. The Editor in Chief of the journal War in History, he is a regular contributor to Foreign Affairs and the Atlantic. He lives in St. Andrews, UK.
